A Whole Foods grocery, restaurants and other stores will be built near DeKalb Medical Center’s main hospital outside Decatur with the help of more than $1.8 million in tax incentives.

The store that will anchor the development, a 365 by Whole Foods Market, is a smaller grocery store with lower prices than traditional Whole Foods Market locations. The 18-acre project is expected to create about 325 jobs with private investment of more than $100 million, according to developer S.J. Collins Enterprises.

The tax incentives, approved unanimously Friday by the Decide DeKalb Development Authority, give S.J. Collins a break on property taxes during the next 10 years. During that time, the project will generate about $8.9 million in tax revenue for county and school system governments.

Long-time Whole Foods shoppers will see a different store than they're used to coming to Akron. The new "365 by Whole Foods" location is slated to open in 2017. It's a smaller, lower-cost version of the full-size stores.

The Akron store is on the site where the West Point Market once stood. Grocery industry analyst David Livingston says Whole Foods typically does not compete on price, but on service.

Decatur is set to welcome metro Atlanta's first 365 by Whole Foods Market — a concept with high grocery standards that apparently won't claim a whole paycheck.

The 365 concept will be part of a planned shopping plaza called "North Decatur Square" — located just outside the city limits, near the new Decatur Walmart — being developed by S.J. Collins Enterprises.

Whole Foods Market has redrawn its plans for Toledo, with officials announcing this week that the company will forgo building one of its traditional markets in favor of its new value-focused concept called 365 by Whole Foods.

Company officials say the store will put more focus on Whole Foods’ house brands while eliminating some high-end items. The 365 concept also lowers overhead costs by doing away with in-house butchers and fishmongers.

A new Whole Foods Market could come to Decatur at what’s become a busy area for redevelopment.

Developer S.J. Collins Enterprises is in advanced talks with Whole Foods for a site at North Decatur Road and Church Street, according to several sources familiar with the plans. The organic grocer could take a spot across Church Street from the Tesla Motors showroom.

Jeff Garrison, a partner with S.J. Collins, in a statement said he could not confirm the project. But, he said Decatur is a booming area that would be a good fit for a retail project.
